Elaine Luria is a Navy veteran who spent 20 years on combat ships as a nuclear-trained surface warfare officer, retiring as a commander. She brought that same sense of duty to Congress, fighting to make government work for everyday Virginians, not special interests. Representing Hampton Roads – home to thousands of service members and veterans – Elaine delivered impactful results for her constituents, passing the PACT Act to expand care for veterans, securing major investments in shipbuilding and national defense, and advancing clean-energy and advanced-reactor projects that boost both security and jobs. After mass shootings in her district, she became a forceful advocate for common-sense gun safety. Meanwhile, Trump-loyalist Rep. Jen Kiggans continues to put her own political interests ahead of Virginia coastal families.
