EMILYs List Endorses Elaine Luria for Virginia’s 2nd Congressional District

January 15, 2026

FOR IMMEDIATE RELEASE

WASHINGTON, D.C. – Today EMILYs List, the nation’s largest resource for women in politics, endorsed Elaine Luria for Virginia’s 2nd Congressional District. EMILYs List President Jessica Mackler released the following statement:

“EMILYs List is proud to endorse Elaine Luria – a fierce fighter for Virginia who has spent her entire career taking on tough fights and serving her country and her Hampton Roads community. In Congress, she delivered results with lasting impact – care for veterans, securing investments for our national defense, and supporting common-sense gun safety legislation. Flipping Virginia’s 2nd congressional district is at the heart of the fight for the House majority, and leaders like Elaine are how we get it done. It’s time to flip this seat and give Virginia’s 2nd district real leadership again.”

Elaine Luria is a Navy veteran who spent 20 years on combat ships as a nuclear-trained surface warfare officer, retiring as a commander. She brought that same sense of duty to Congress, fighting to make government work for everyday Virginians, not special interests. Representing Hampton Roads – home to thousands of service members and veterans – Elaine delivered impactful results for her constituents, passing the PACT Act to expand care for veterans, securing major investments in shipbuilding and national defense, and advancing clean-energy and advanced-reactor projects that boost both security and jobs. After mass shootings in her district, she became a forceful advocate for common-sense gun safety. Meanwhile, Trump-loyalist Rep. Jen Kiggans continues to put her own political interests ahead of Virginia coastal families. A proven leader with a bipartisan track record, Elaine won’t sit by while military and coastal families struggle and Congress does nothing. With her service, competence, and integrity, she’s exactly the champion Virginia’s 2nd Congressional District needs again.
