Shannon is a lifelong Virginian who has never shied away from tough fights. As Henrico County’s commonwealth’s attorney, she has spent the last 12 years protecting Virginians by locking up violent criminals, drug traffickers, and holding fraudsters accountable. In 2011 she became the first woman ever elected to the role and the first Democrat in 24 years to hold the seat. As the county’s top prosecutor she has pioneered programs to support victims of human trafficking, created a task force to tackle the opioid epidemic, and taken illegal guns off the streets. When Roe v. Wade was overturned, she was one of the first prosecutors in America to pledge to defend the right to abortion care.

Critical Flip Opportunity

Republican incumbent Rob Wittman is more vulnerable than ever as Virginians see through his broken promises and self-serving votes. After telling U.S. House leadership that he opposed gutting Medicaid, Wittman turned around and voted for the largest cuts in history, slashing roughly $1 trillion from the program, ripping health care from more than 23,000 people in VA-01, and putting rural hospitals like Rappahannock General at risk of closure. Voters are outraged that he has spent the last 20 years in Congress making himself and his billionaire buddies richer as the lives of working families get more expensive — public polling shows his favorability has plummeted to just 29 percent, his job approval is underwater at -6, and more than 60 percent oppose his decision to cut Medicaid in order to hand out tax breaks to the ultra-wealthy.
